Is it permissible on Tisha B'Av to sit on the steps in front of the Holy Ark even though they are a little high

It is allowed since they are part of the ground and are used for walking, and it is like sitting on the ground, and some people used to avoid it because of a custom of mourning, as we have cited some things that they used to do because of mourning.

Sources: See Mekur Haim Lahu'i Mag Sa, this is the Shalachan for Hagrash Devletsky HA what he stated in it.
And regarding the custom of making it worse, the source Haim Lemaharil mentioned, and the maharil was also cited in Well Well C. Teknet SKG, and it was cited there that he stopped with a bad coverall between him and the ground.
