Is it permissible to place holy books on a stone step or pedestal that is high off the ground and connected to the ground

If you walk on this step, it is useless if it is higher than the ground and it is forbidden, therefore it is also forbidden to stand on the steps of the Holy Ark, but if you do not walk on it, such as the window sill which is actually connected to the ground and is not used for walking, it is allowed.
